people took paper work from glove box of my car and changed title to ther name but It was reported as stolen car is imponded d.m.v. say it is A civel matter

You do not present enough facts to fully answer your question. Did these people claim there was some sort of agreement that they owned the car; if so, the police probably feel it is a civil dispute as to ownership and they should not get involved. If they never claimed car was their's, then car stolen, document forged, clearly criminal matter. Get the car out of the impound garage because you will have to pay for every day it sits there, no matter who is at fault.
