Trash fee increase for trash truck

Can a Community Service District that charges a fee for Trash pick-up, increase the trash

pick-up fee to buy a new trash truck for five years without voter approval?

The fee is currently $ 15.00 per month.

It would go up to between $ 43 and $ 61 per month for five years and then return to the

basic fee.

My first reaction is that the fee increase would be exempt from the voter approval requirements of Prop. 218, but I'm not sure. I have researched a similar question for a client and found the fee increase wasn't subject to vote, but it could be a fact-specific issue. My second reaction is that the increase is very high percentage-wise, from a very low fee to a very high fee. It must be a tiny district with very few rate payers for the purchase of one truck to cause such a swing.
