Legal Question in Appeals and Writs in California

in 1987 I pleaded no contest to 2 counts of 647a. I had to the record expunged about 6 years ago. I would like to get the 290 pc requirement cancelled. It has been 20+ years since the plea bargain. This took place in, san diego, ca superior courthouse. How can I go about this?
