You have several avenues of attack. You can sue the people who did this to your daughter within 2 years, but it's unlikely they'll have any money. You can sue the DCS and their social worker vermin for placing her in that home, the statute is 6 months or 2 years depending on whether you are suing them for negligence or a violation of civil rights. I have been there and done that and settled big. No guarantees, however, and watch out for those statutes of limitation and public entity claim deadlines and special procedures.
