Legal Question in Appeals and Writs in California

Hello,

I have a question as everybody else out here but let me give you all the details first.

1) On Saturday night my car was towed from the street for over than 5 unpaid citations. A police/towing guy read its license plate and towed it.

2) On Sunday morning I couldn�t find the car so I called a towing company by my apartment complex and eventually the police and was told that I had over than 5 unpaid citations and until I pay them, which is possible starting on Monday (the office is closed on Sundays), they won�t release my car. I had no idea about those citations. In all my life I got only one ticket which I paid for right away. I was shocked yet the service agent said that this is what the system showed her and I owed over than $700 for citations only, leave along $200 for the each day my car would stay in towing company parking lot. On Sunday, I faced the idea of paying over $1100.

3) On Monday I called the Office of the City Treasurer Parking Administration to learn that those citations were over 2 years old and written on the name of the previous owner of the car. No wonder I had no idea about them. Let me mention the fact that before I bought a car, the previous owner and me went to DMV where he paid everything he owed for it and sold me the vehicle afterwards.

4) Anyway, instead of doing my normal Monday activities, I took the taxi and went to the towing company to get some paperwork from the car, to the City Treasurer Parking Administration in order to get a parking citation clearance certificate, and to the towing company again to pay over $400 and finally get my car back. More and a half of a day and $550 later ($150 for the taxi driver) I was driving my car back to the parking lot.

Now I have to submit a claim against of the City of San Diego to get my $400 which I paid to the towing company back.

The question is: how much do I need to ask for a moral damage?
