Can the pain and suffering law apply to parents with children dealing with a school district in which the Principal tampered with test scores?

There is no "pain and suffering law." Emotional distress damages can be recovered in lawsuits, for example for intentional infliction of emotional distress, and for violation of the education laws. Consult an attorney without delay. Watch out for very short legal time limits and other special requirements for suing public entities.
