Parole: Restitution & Relocation

A close friend is to be paroled later this year from a California state prison. She has been offered a safe and secure haven in Washington state. Her restitution is a little over $5000. California typically requires parolees to parole to the county of conviction and to pay restitution in full before being able to relocate out of state. The California code also provides that exceptions to both rules may be granted by the courts. She has no resources, family or friends in or remotely near the county of conviction nor in life beyond the Washington offer. A clear and positive chance for success exists in Washington. What procedure and legal representation is necessary for her to attempt to obtain permission from the courts to directly relocate to Washington and to settle restitution regularly over some period of time?

Contact the probation office/parole officer and find out if they would approve. Work with them since if they stipulate to it, a court would probably approve it. Also see if the Washington counterpart parole/probation office would agree to "substitute" and take over for CA if she moves - i.e., a transfer of probation jurisdiction.
