Who has to pay?

In California, does the appelant have to

pay the joint-filing of the record by

appendix?. Or, is the appele responsible

to pay half the costs?

The appellant has to pay. If he wins the appeal and is awarded costs, those costs will include reasonable expenses for printing, copying, binding, filing and serving the appendix.
