police reports
how do locate police reports on case that is 16 years old. someone is in jail and working on their appeal.

Appeals have specific time limits, so I'll assume your friend is within the appropriate time frame and it was a relatively recent conviction.
My suggestions are to try the police department, the attorney that handled the case, the court file, the probation department and ultimately the DA.

Have you tried asking the police department that prepared the report. You could then ask the local ACLU, groups that try to monitor the police, etc.
