Legal Question in Appeals and Writs in California
Private citizen applies for tree removal permit from City of Campbell, CA. Permit denied. Citizen appeals the denial, goes before planning commission and is denied again. Citizen can appeal again to go in front of city counsil. Can city be responsible for damages caused by tree after they deny?

It depends upon why there was a denial and what the damage was. If you planted a protected tree which then fell down because of an obvious condition you did not mention in the application for permit process, the city would have no fault.
