After a judgement has been made in California small claims court, if the defendant correctly applies for an appeal, will the appellate always allow it to go to a higher court?

Re: Small Claims Appeals
When noticed properly, appeal to the Superior Court is a matter of right in California. So, yes, you can have a Superior Court judge review the Small Claims judgment for error.
