Legal Question in Appeals and Writs in California
Writ of Mandate
Can any citizen file a Writ of Mandate or must a lawyer do it to have any real effect? For instance, to cause a state to obey the 'mandate' of it's voting citizens by upholding a law the citizens have passed.

Anyone can file one, you do not need a lawyer. www.nolo.com has some good self help books.
