An elderly relative who lives in Germany wants to close an account she has at a Calif bank and withdraw the funds. She tried giving a Power of Atty to her American relative to take care of this but the bank refused to do it. They said they needed a written/notarized request from the acct holder. This was provided, with English translation and they still refused. Her German bank tried to have the money transferred and WaMu refused again, stating that she was required to come to the USA bank IN PERSON or they would not release funds. She is too old to travel. What can we do to get release of these funds?

If the bank is adamant in its refusal to release funds, or even to transfer them to an account in Germany, there may be no alternative than to file a lawsuit against the Bank to force the release of the funds.

However, one thing the American relative may want to do first is get a signature card form from the bank, and have both the elderly German relative and the American relative sign it.
