What is the law in regard to cashing a
cashier's check from out of state if I
don't have a checking account?

If the bank it is drawn on has a local branch you should be OK. Otherwise you could have problems. Remember there are a lot of bogus cashier's checks out there. If you received a cashier's check from someone you do not know, it may well be bogus.
