Mandatory Job Change

Can an employer (BANK) require an employee to take a mandatory down graded job change due to company realignment? The position change is a decreased band level & decrease in total compensation. Per the employer, if the employee does not accept the job change, then employee would be forced to resign. If the employer is needing to downsize & eliminates an employees position shouldn't they be offered a severance package instead of being forced into a down graded position or forced to resign?
