can you subpoena a dual citizen in australia. them being a citizen in the U.S.A and Australia, for check fraud an theft?

A subpoena is something you serve on a witness. A summons is something you serve with a lawsuit (you would sue someone who stole from you or committed "check fraud"). It doesn't matter what country they are a citizen of, it matters whether they can be served with the summons and complaint in your lawsuit.
If you cashed a bogus check for someone you think is in Australia, the money is gone, and you will never get it back.
