Bankruptcy law - can the trusty request tax returns before case is heard

No only can the trustee request them, you are required to provide your most recently filed return per the Bankruptcy Code. Even creditors can request a copy.

Yes. There are not a lot of legal questions that can be answered with a plain "yes" or "no," but your's is easy.
The trustee CAN ask for tax returns.
