Can a married person file bankruptcy as an individual? Or do both partners have to file together?

Yes, one can file individually.

It is not a requirement that both spouses file jointly; but only the filing spouse will be discharged of any debts ... and the non-filing spouse's income will be considered in any tests of income vs. expenses.
