Bankruptcy Question

My question is about bankruptcy. Financial situaion and Tax Libilty have me thinking about filing. My questions are:

I have a previous BK Chap7 that was discharged in 95. If I had too could I file again? Also what type of releif would this give me from my Tax Liabilty. I owe to the State of Ca for 99-02 and the Fed for 98-02. Taxes are owed for under payment- there was no fraud or non-filing involved. Thanks for your time.
