Are you asking if that is the case, or are you making a statement? My guess is that generally the answer would be no. Federal law is pretty clear. By filing bankruptcy, you are simply exercising your rights as a citizen to pursue relief under Title 11 of the US Code - you are doing nothing illegal or immoral. That being said, if your job involves financial matters - say an officer protecting a federal reserve bank, or Fort Knox, there may be grounds to terminate you, or move you to another assignment. I assume (as is the case for most State and Federal Officers) you are a member of a union. Contact the union and ask what they know about termination for declaring bankruptcy. If you are in the Orange County or San Diego County area, email me and I will do some research for you on the issue.
