Legal Question in Bankruptcy in California

bouced checks

Hello i am going to file for chapter 7 and i was told that if i had nsf checks and the store's sent them to ''Los Angeles county DA bad check restituion program'' that i CANT list them as creditors i know what stores i wrote them to,what the ''bad check'' place wants is about $1500 and the actuall amount of the checks include fee's are only about $600 more than DOUBLE the amount! Help! is this correct? Can this form of collection agency be exampt form a federal act like ''Bankruptcy'' if i include the store's where the checks were written to, will that protect me? Thanks
