Legal Question in Bankruptcy in California

New Chapter 7 Bankruptcy Laws

I heard that a new law is being passed to make it harder for people to file a chapter 7 BK. I heard if you have income, you cannot file; You cannot file on Credit Card debt. Please tell me where I can obtain a copy of the law and when it will go into effect.
