Chapter 13 and Interest

Does a Chapter 13 stop interest on things such as Child Support arrearages and IRS?

No, it does not stop. Interest continues to accrue on any non-dischargeable debts.

Sorry...I need to amend my last response. I was correct before, but you mentioned tax debt. Tax debt is either priority or non-priority, but dischargeable. Priority tax debt must be paid 100% through a Ch. 13 plan (without interest). Non priority tax debt gets paid whatever the general unsecured creditor class is getting (assuming the taxes are not secured).
