can a civil judgement be included in a bankruptcy?

Unless it's a judgment for driving under the influence, child support, and some other exceptions, the answer is yes. Often, that's what drives people into bankruptcy.

Chances are probably yes. The determinative factor is what the judgment is for. If it involves fraud, child support or other issues that are non-dischargeable, then no otherwise yes.
