Legal Question in Bankruptcy in California

I'm about to file Ch. 7 . My question is do Fines and Penalty assessments imposed by the Superior Court of Ca. qualify for Ch. 7. Currently I pay the Financial Services Division $50./ mo. on a debt of $1489. I've made two payments so far, both on time. Thank You

It depends on to whom the fees are owed. If they are owed to a governmental entity, then they are not dischargeable in bankruptcy.
