criteria for refiling a dismissed chapter 13

my chapter 13 was discharged because i was not present at a follow up hearing after the trustees meeting, can i refile my chapter 13 to avoid foreclosure of my house ?

I assume that you mean your Chapter 13 case was DISMISSED, because if it was discharged, you would have had to complete your Plan payments. Whether or not you can refile another case depends on whether the court ordered a 180-day prohibition on re-filing. The order dismissing the case should provide that information.
