Disallowing certain entities
Can a person file against the State of California for overpayment of Welfare and Unemployment benefits? Benefits were paid in the past four years, unemployment in the past year.

debts owed for receipt of overpayment of welfare and unemployment benefits should be dischargeable in bankruptcy as long as they were not obtained through fraud and as long as the governmental entity does not have a valid lien against any property of the debtor. I have not fully researched this issue, but this is my preliminary finding.
