Discharge of Federal Income Taxe lien

Can a federal income tax lien be discharged in a bankruptcy if the years the taxes are owed are 1990, 1991 and 1993?

Well, first of all, liens don't get discharged. They may be avoided under certain circumstances. I think what you're asking is whether the underlying tax obligation can be discharged. It is possible that taxes for the tax years you indicate could now be discharged in a bankruptcy, depending on what type of tax it is, whether your returns were filed on time, whether there have been any forebearance periods or offers in compromise pending with the IRS, and other factors. The lien itself would probably not be removed due to special laws governing the IRS, but the obligation to pay may be removed.
