Can i waiver fees to file if filing myself?

In certain limited circumstances you can ask the court for a fee waiver, or a payment plan. It is a very limited option in that you will have to prove to the court the need for an immediate filing, and no prospect of being able to pay the fee or save money to pay it. You can go to http://www.cacb.uscourts.gov/, click on the link to "Information" then "FAQs", and scroll down to answer number 8 - it gives you the form and information about requesting a waiver. This is only for the Central District of California - covering Orange County, up to Santa Barabara County. As you are in Riverside County, you would go to the Riverside branch of the Bankruptcy Court. Good luck, and check the court's website for more information.
