general question
could bankruptcy cover traffic court fines that go to collections or will it cover payday loans that have been delinquent?

You can discharge payday loans in bankruptcy as long as you did not fraudulently obtain the loan. Criminal fines and penalties cannot be discharged in bankruptcy, but you can pay them over time in a Chapter 13 bankruptcy.

Just to add to Carl's answer: In a Chapter 13 you may be able to pay less than 100% on the traffic fines, depending on your budget and other factors.
