laws related to referrals to a third party

Are there any laws to pertaining to third party referrals? I am in real estate investing and I am setting up a program for BK attorneys to refer their clients for a commission. I need to know if there are any legal issues that need to be addressed prior to marketing the program. The program offers a structured commission related to the overall profitability of the property. specifically, I need to know if I can generate a formatted document for the client to sign that authorizes the attorney to refer the information for review. In addition, I need to know if the attorney can is leagally able to receive a referral fee for this type of business.
