Legal Question in Bankruptcy in California

I have a lot of bills and owe back taxes-i need to file bankrupcy ...my wages are being garnished and the quote i got from an attorney was 1500.00 can I get the paperwork from the court and have a paralegal do it for less?

Representing yourself in bankruptcy is not unlike "do it yourself" surgery. You might be able to do it, but it isn't a particularly good idea. $1500 is a bargained based on what you described.
