If you were fraudulently receiving benefits, the State of California could sue to block the discharge of that particular debt. If a creditor believes you fraudulent incurred a debt, they have a limited amount of time to file a lawsuit called an adversary proceeding to let the judge decide if they particular debt can be discharge.
