personal checks

Can a person include checks that they have written to comapanies (that are eiter outstanding or have stop payments placed on them) on their bankruptcy?

Your question doesn't make any sense. You don't include checks in a bankruptcy, you list assets and debts. If you owe money to an entity on the date you file your case you must list them in your schedules. Whether it is advisable to stop payment depends on the type of debt, your history with that creditor, all your other debts, your assets, financial situation, dischargeability ramifications, and about a dozen other factors.
