Practicing out of state

Can I, a lawyer who has passed only the MA bar, practice Bankruptcy law in other states (specifically CA) since it is based on federal law?

Good question. You can get admitted to other federal courts. However, bankruptcy in California is dependent on interpretation of California state law, its exemptions, community property rights, and other things that might be foreign to your jurisdiction. You might call the court clerks in the jurisdiction(s) in which you want to practice.
