How do I protect an unpaid wage claim against bankruptcy filing?

I currently have an upaid wage claim with the Labor Board in California against my former employer in excess of $20,000.00. I am sure my former employer will attempt to file bankruptcy in which case the Labor Board will not be able to help me. The only tangible asset that he still has available to him is his liquor licence valued at approx. $25,000. Can I put a lien on this licence or wage garnishment to protect myself from him claiming to not be able to pay me?

This is not a bankruptcy question. However, I see no reason why you can't get a judgment against him and put a lien against all his assets.
