How has the law changed to make it more difficult to declare bankruptcy? How does one know if one is eligible to file chapter 7?

The changes are too numerous to mention here, but if you take a look at my webpage, you will see the salient changes. The only way to know if you're eligible is to have a consultation with a qualified bankruptcy attorney.

There is a new means test that went into effect in October 2005. Also there are pre filing and post filing debtor education certification among other rules and requirements.
