If you work for the Govt and need to file chapter 13, can you exclude your Govt issued credit card that is required for work?

Only if the balance is zero on the filing date.
But if not, a Reaffirmation Agreement should allow you to keep the card.
The government does not issue credit cards for personal use by employees so you must be an authorized user of a credit card for expenses related to your job with the government. If that is the case then you are not personally liable to the bank for the debt and therefore it is not your debt and need not be reported in the bankruptcy petition. If you misuse the card for personal expenses you can be fired and possibly even criminally prosecuted for stealing from your employer (and it is even more serious if your employer is a government agency).
