is a 501c5 labor organization, when registered as an unincorporated association, subject to CA State laws governing non-profit orgs, specifically pertaining a Board of Director and proxy voting?

It would depend on whether there is federal law on the subject. Federal labor law preempts state law, but if there is no federal law or NLRB regulation governing a particular issue, then California state law would apply.
