Legal Question in Business Law in California

In addition to my full time job, I work part time as an independent contractor for USC doing computer programming work. I earn about $400 a month for this work. I received a notice that I need to register my "business" with the city of los angeles (even though I qualify for an exemption). What happens if I ignore the notice and don't register? What's the worst that could happen and how likely is it that the city would pursue anything?

Hard to say how tough L.A.'s enforcement is these days, but you are talking about tax evasion, and it's not a pretty thing to have on your record. Go to the licensing department and explain your supposed "exemption." Maybe they'll agree. If not, be prepared to register, which is not expensive, and don't forget that independent contractors need to file Schedule C with their tax returns.
