Legal Question in Business Law in California

Hello, I am Andrew, and I have a few questions. I am starting a small business to generate extra income. I am setting up desktop machines, so small you could transport on a bike. I have a few questions. Here are my questions:

1. Why can't I buy this certain machine in California? http://www.centurynovelty.com/detail_2_086-174.html

2. What forms do I need to start? It is just a small business, and I will operate out of my home.

3. Is there any other advice you can give me?

I have no idea. (The link refers to some kind of gumball machine). California has more silly laws than the number of gumballs that will fit in a swimming pool. Try asking the seller.
