If there is a balance owed for a service, And there is no Communication regarding any future payments to close the balance for WEBSITE CONSTRUCTION / DESIGN, can I go and remove all designs created by me. No release form for any design has been signed by either party.

I would say that if the website is owned by the client, self-help would be ill-advised. Yor remedy in that situation would be to make written demands for payment and follow up with a small claims lawsuit.

I recommend against a self-help unless you have the contract reviewed by a local attorney who can confirm that this is allowed under your contract. You are better off filing a small claims lawsuit if the person won't pay you.
