Can a California LLC bid on state and municipal contracts in CA?

Sure, provided the LLC is not trying to engage in a business requiring a license that LLCs aren't permitted to hold.
LLCs presently are not allowed to be licensed contractors for contruction, etc.
However, an LLC can contract with governmental agencies for many things. One client of mine has contracted with a state agency to operate a railroad. Another LLC sells goods and computer services to a city under a long-term contract.
However, if you're thinking of constructing schools or paving highways, you can't do it as an LLC because the LLC can't get the license.
