Hello, My boyfriend owns a tattoo parlor and they do body piercings. My question is, does he have to pay taxes to the state board of equalization on body jewelry that is included with the body piercing. He purchases jewelry but does not resale it.

When the mechanic tunes up your car, he'll charge sales tax on the new oil filter and spark plugs. There's no difference with jewelry 'installed' in a human body as part of a tattoo service. The Board of Equalization will expect sales tax to be collected, reported and paid. If it isn't, when audit time comes, there will be taxes, penalties and interest to pay. If in doubt, call the BOE and ask.
