That is a matter of local ordinances. You'll have to check with the relevant city.
I agree; and furthermore, the relevant issue is less likely to be what your business or profession is or involves, as it is whether you are really in business. If you are working for yourself and not getting paychecks with payroll deductions, you're probably running a business and will need a license from your city (or county).
The other attorney (Bryan) is right on point here. If you are operating a business, the city wants to collect its business license fee - which is a nominal amount. Consult with a good business attorney in your area for specific advice.
