Is it illegal or unethical in a nonprofit business for the same person to be the CFO and the head of HR? Is this a conflict of interest?

I would say "no" to each proposition, but if the organization is large enough to warrant separate individuals holding the major offices, such separation is better than concentrating functions into just a few hands. Of course, just because a particular organizational structure is legal and not a conflict of interest per se doesn't mean all is well; if the individual in question is a crook or unethical, holding multiple offices will enhance the opportunity for mischief. Every organization that handles money or property needs a means for audit of its operations and finances.
