buying n selling goods

i want to start buying n selling goods but want to start small by buying overstocked pallets for say 50$to 300$ and reselling to small stores n individuals do i need any type of license of permit for this small venture . what type of laws do i hvae to abide in this situation?

At a minimum, you would need a seller's permit and a local business license. And you will of course have to abide by literally thousands of other federal, state, and possibly also local laws.
