Is our California non-profit 501(c)(3) charity required to share our monthly meeting minutes with non-members?

I would say that since the Corporations Code requires access to such records by members, but only for purposes reasonably related to their interests as a member, that implies that non-members have no such right. See Corporations Code sections 6330-6338, especially 6333. I would add that a court might have the power to compel production and disclosure in the context of a lawsuit.
