Why do California sellers refuse service if customers object to absorb the sales tax they are not liable for and is that legal to refuse service?

Are you the person who asked about sales tax on restaurant meals? I can assure you that sales of prepared food in a restaurant are taxable, just like sales of nails in a hardware store.
