Children under 14 not allowed in spa
Is there a California state law that prohibits children under the age of 14 to enter a spa or sauna even if they are accomplanied by an adult? My apartment complex so there is a law and they must enforce it, but I don't believe them.

A quick computerized check of California laws relating to swimming pools, spas, etc. shows laws relating to sanitation, safe construction, lifeguards (or signs), etc., but nothing setting a 14-year age minimum turned up.
